I'm a little confused, my friend got perm banned for being toxic. But everyone is toxic, what makes him different from anyone else? This is discrimination against him, he spent over $600 dollars on this game and riot perm bans him. For being a major supporter i don't think he should be perm ban. He was being toxic but its league of legends, why wouldn't you tilt or rage... Just think about this riot...
If he sends in a support ticket, Rito will tell him exactly why he got banned. The amount of money spent on an account has no effect on whether or not it gets banned. And you said everyone is toxic, which is partially true. That shows just how obscenely toxic you have to be to actually stand out from the rest of the toxic players and get banned. Although it is worth pointing out self control is quite possible. I have yet to even receive a warning, and the only type of punishment I have received is low priority queue once.

I would advise your friend to sue Riot and to post everything about the lawsuit- including results in this thread. If he will do that, I will bring the popcorn.
Send a support ticket and have RIOT sort that business out. And if you expect not to be punished for being toxic, you really have something coming. I take that into account every time I get angry, even though I still will bash my teammates in.
it would be a lot better if your friend was here to discuss this. First off if he was permaban then it was for a good reason. With that Riot would have emailed him chatlogs especially if he was ban for toxic behavior. That would show us exactly what he was ban for. You dont indicate if he was punished before. But now there is a tier list of punishment. its usually 2 types of chat restrictions, a 14 day ban, and a permaban after that. thats more than enough chances to change your attitude since just like everything else in life, this place has rules in place! You break the rules you get punish.
If he wasnt punished before and it was first offense permaban that usually means he probably said something like racist, homophobic, or any other derogatory words. All of which are not needed in this game and no amount of context to every call someone that ever. All in all like i said it would be much better had he been here since he could give us more insight on this. Its nice that you are trying to help your friend, but it does seem like he has been breaking the rules for this game.

Perma bans aren't really the first restriction either except in cases of hate speech (which fyi hate speech will kind of get you in trouble anywhere. don't try it on cops that is for sure). It is likely your friend was given several restrictions and chances to reform before being shown the door.
