Its just my opinion, but for players who never intentionally feed, or throw, why should they be banned? They play till the end of games and try their hardest. They shouldn't be thrown in the same boat as people who will throw games on their first death or rage quit afk. If you perma mute the toxic normals they should be 'ordinary players' right? The only counter argument I can see for this is why bother.

Riot experimented with this for the exact reason you mention -- it SEEMS like an easy solution. Turns out that it actually leads an unacceptably large number of those players to see out non-chat-related methods of being toxic, and those methods are harder to detect. As a result, it leads to both an increase in net toxicity AND a larger group of players who can't communicate with their team, which is a disadvantage to the players who end up playing with them.
