Why do we have to deal with toxic players for years and years? When will riot ban players who deserve bans?

Trolls and inters do get banned but because they're getting smarter about how they avoid detection (and because Riot wants to try to avoid punishing innocent players as much as possible) it's harder to catch them in the act compared to simple chat-related offenses. Gameplay related offenses when proven to be on purpose are assigned a 2-week ban as the first punishment. In case you don’t believe me on this point here are a couple examples of gameplay trolls being banned. Yes it’s just a few examples, but it proves that they do get punished.

Look at these boards. 90% of the posts are toxic people saying "wtf I was banned." So... Riot is dealing with toxic players.

Only one type of "toxicity", and that of course being chat. Having a troll or intentional feeder on your team is a much bigger problem, but those are two things that the IFS cannot effectively detect or punish.

which is why it takes a bit longer for trolling reports to go through, human reviews take time.

One of the problems with that though is that someone needs to be consistently reported in a large number of games in order to be manually reviewed. So unlike chat, where a single game can get you punished, a single instance of trolling/inting is not going to get you manually reviewed.
