Stuck at Honor lvl 0 (glitch)?

My league account was suspended following a report from some players after I messed around and taunted them. Admittedly, I realize that I shouldn't have said what I've said in the first place but this was around the time URF ended this summer (I think, I can't be completely sure). It's been at least 6-7 months since the 2-week suspension and my account's honor level has not risen above 0. At first, I did not think much of it as the honor system was relatively new back then when I was originally suspended but then realized that although I've accumulated multiple hextech chests over the course of the season I had realized that it was impossible for me to get keys or key-shards without the honors. I've been really annoyed by the fact that I had to constantly purchase RP every time I wanted to open a hextech chest, and upon looking at the forums that I was not alone in being victim to this supposed glitch. I had multiple friends who were suspended for 2 weeks since then with their honor levels completely reset but was able to come back again so it seems as though I am subject to this glitch. I've gotten multiple honors and was most likely not reported for months straight and would seriously appreciate some attention to this issue. Thank you for reading this post.
