Smurfs are allowed. You can smurf as long as you follow the summoner code.
I'd also like to point out that toxicity is higher at low levels and bronze than it is in places like Diamond Pride.
smurfing is allowed except under very specific cases "tyler1" unless you're a streamer. there is very little riot can or is willing to do to stop you
