though the game has gone super soft over the years. Typing in chat is 100% pure risk as anything you say can be reported and banned by an automated machine. They also copped out by not taking context into account as the tribunal did back in the day. It may have been slow but at least you could rest assured that real people looked at your case. If a rioter looks at a case, they just tow the company line and say "banned deserved" ...doesn't matter if you say "fuck you" to someone who is threatening to come to your house and kill you. You made someone uncomfortable and they reported you :(.
Sadly, it makes more business sense to ban you than to do the right thing and give you another chance, so for the foreseeable future your account is dead.
side note: It is extremely rare to find a Rioter with a backbone to do what is right as they are way too scared to lose their "dream" job over it. I mean, it legit takes a thread with like 1+ k up votes to get them to take it seriously.
