Refund promo games with afk / trolls

So today I'm playing on my new training account and I think I know, I'll do ranked... Why I chose to submit myself to the toxicity in the first pace is beyond me. Withing 4 min the enemy team have 5 kills on team mates who are walking into them spa laughing, my adc then decides to leave and basically as you can imagine the game goes to hell.

Its really frustrating that I can put in a report, lets face it they wont get banned as the tribunal seems to only target people who bite at trolls and its a lose to a placement game. There needs to be a function implemented where you can submit a game for review and if someone is found to be throwing games the game doesn't count towards your series etc.
