Everything is toxic. Everyone. That's what all you kids in your feelings keep saying. There's a difference between being toxic, and being mean or rude.

Yes, I will be mean or rude if we are in a gold ranked match, and you're an ADC who has 0 clue what you're doing, then start to talk trash to your support. That doesn't make me toxic. If you think it does, you haven't experienced toxic. So get over your feelings and learn to play. I'm not permanently banned, and pissed, because i've had the account since the game was in beta. I'm not a toxic player, I get upset when players are garbage. It's okay to make mistakes. It's not okay to suck ass then talk trash to your team.

OP, have you ever considered that this is the problem? That toxic bot laner raging at his support probably feels he's justified and the support is the problem too. It doesn't matter if he's right or wrong, the problem is that it happens in the first place because everyone feels justified to be angry when they're angry. You are just as big a part of the problem as the guy raging at his support if you join in to shout him down.

Now I'm not saying you'll fix it by keeping quiet either. People are just kinda self-absorbed assholes by default and in any sample size as large as the league community you're just going to get people that feel everyone else "deserves" whatever rage or trolling they're doling out. Most trolls are just morons lashing out because they're pissed, after all. Only a small handful are giggling kids that decided to log into a game JUST to feed. Those exist, yeah... but more likely it's some dude with a hair trigger that wants to punish everyone because he's angry or feels slighted and there's no down side to acting like a 10 year old throwing an tantrum online.

But if you feel it's a problem... don't add to it by joining in. In fact... /mute all. Every game. You'll enjoy the game a TON more, I assure you.

Community mostly decides what is toxic by reports.

Being negative is punishable according to Riot support. So, there really isn't a difference between negativity and toxicity.
