OMG Stop with the backseat gaming and report threats. That doesn't help anyone, it just rude. There's better ways you can give advice and help your teammates. Nitpicking there every move and threatening to report them for doing poorly isn't one of them.

Calling for reports doesn't do anything helpful. At best, it's neutral; at worst, it's harassment, which is definitely how you used it. You called for reports on 2 teammates and 1 enemy, and with stating

you're saying that you and your pre made are going to report, (falsely) indicating a higher likelihood of getting punished. Regardless of what your teammates are doing, what you said did not help the situation. Further, it only takes 1 report to flag a player's actions, so 1 report or 9 reports still means that player's chat and/or actions will be reviewed.

report raka for not agreeing to report my team

Yeah you went out of your way for that ban. You think because you're in a premade that you control the game. People like you are honestly the worst. I'd rather have 2 afks, an inter, and a troll (tahm, Anivia, Bard) assisting the enemy team while in my series than play with a toxic premade. I only hope your friend got one as well.

At least it'S punishment tier 1/4. Next punishment is 25 game chat restriction. Calling for bans isn't the best thing to do. In fact, it's useless since 1 report is enough to flag the game for review.
