LeaverBuster Needs to be reworked

I understand the purpose of preventing people from leaving games or just dropping because they are being toxic or are teamed with a toxic player. However, it often seems that the toxic players become evident during champion select (such as people who auto-lock their champion and avoid the typical role "discussion"). There needs to be an option for leaving a queue or dropping during champion select where players don't get punished. The game has not yet started and they are avoiding what would essentially be a ruinous game for everyone by preventing gameplay with a clearly stubborn and uncooperative teammate. I'm not sure what the work-around could be, but there simply needs to be a way that players can avoid getting into a match with these kinds of players without suffering a penalty for wanting to enjoy their gameplay.

Back when Teambuilder was a thing, you could actually drop from the lobby with no consequences. The issues it brought up led to fewer games going through and longer queue times since people would just drop if they didn't like the comp.

So, if that were made a thing for today's League, how would you prevent people from abusing it?
