Moderators will look for the following: Advertising for product sales, trading, reward programs, or gifting of any kind Advertising of transactional services offered by individuals or companies
I'm not sure if it applies to a giveaway, promoting my stream.

Most likely not. You don't really see any self-promotion threads on this board....
Generally speaking, we won't look too fondly on any form of "contest" or "giveaway" that is not held on the boards directly and open to all boards members (League players), and further any contest that isn't open and transparent. We simply cannot control contests held off site, and so they generally will be looked at more carefully and moderated more strictly. You're free to advertise your stream on Streams and Videos but I'd personally steer clear of advertising the giveaway if I were you - it could certainly cross the line as a rule violation.
That being said, if you'd like to discuss your specific case, I'd invite you to come to us in the Moderation Discord where we can pull you into a private room and come to an agreement with you as to if/how it would be acceptable to do so. Keep in mind the final answer may be that you can't do it, but there you can discuss in real time with us :)
