How annoying is it go get a team that wants to surrender at 15 and stop playing because one of the enemies is getting fed?
If everyone on both teams is in their promos everyone would take the game just as seriously as everyone else so it's almost guaranteed that everyone is trying their hardest.
Queues would be to long with that system. So it would never work.
Having to find players around your level but now having to find players in their promos would only make queues long. Something Riot is totally against.
You are already getting your assign role in your promos (NO Autofill) so you should be fine with that probably just an unlucky few games.

If you're in promos you should only get matched with other players in promos
if you want the waiting counter to become what it is in diamond+...
