Extra toxic people not receiving bans?

I reported a guy a week ago for extreme toxicity in game and even wrote to Riots support to provide post game chat where he is saying that he will find me and kill me in real life. Like seriously? i check op.gg, he is still playing without any restrictions or anything. How is this possible? He harassed me, used hate speech, abused me all game and he gets nothing for really nasty insults etc.
