I know it sucks, but you can always try to counter an enemy picking Annie.

It is in that moment, you leave, take your 5 minute wait (Which will help you in avoiding those trolls, so ironically your 5 minute punishment is a good thing in telling you to wait them out) take that small LP loss, & try the next match. I get that a dodge is a terrible Idea, but losing some LP from just a single dodge, compared to losing 20 or so LP from a match that was completely terrible is a better option. Think of it as a single re-roll for the day :|

I feel like Riot doesn't do enough to punish trolls like this in Solo Q. Last season there were so many of these types I gave up on it. In the end it's still just a game but it would be nice to have a chance at winning despite the troll.
