Is there any chance in the history of leagues that accounts can be unbanned.

I was a toxic player, I have played on another account for the year and a half that it has been banned. Just wondering if there was a way to even be considered to be unbanned. I know it says permanent but tyler1 can do it, why cant us low players do it?

Tyler1 was not unbanned. He had his ID ban relieved. None of his accounts were given back to him, he was just allowed to make new ones without getting banned at the first sign of him playing League.

The only times when a permanently banned account can be unbanned would be when the ban was applied in error. You're still allowed to create a new account, so, again, your case differs vastly from Tyler1's.

Tyler1 didn't get unbanned. How many times do we have to tell it.

He was just instantly banned every time Riot spotted when he created a new account, and at some point Riot stopped banning him. That's totally different.

Like Tyler1, if you're banned, you have the right to create a new account.

Show me the source. Cz nowhere did it say his previous accounts gets unbanned.

Permanent bans are not reversed unless done in error.
