Ranked Game Loss

I just played a ranked game with other Silvers and our support went Ashe and took Heal. Later he didn't do much except just throw his volley every one in a while. After we lost the game, I checked to see what rank he was because even as Silver players we shouldn't have had a teammate like that. He is level 26 as you can see on the OP.gg link I posted. Is this means for a loss prevention because how on earth does a level 26 even get in a Ranked Queue?

He/she wasn't level 26, you must have not refreshed the op.gg when you checked.

Edit: Actually, it's worth mentioning that I've seen a lot of these threads popping up lately and it bothers me. It's not the sub-30's fault since they probably don't even know, but when a toddler sticks a penny in a light socket you generally look at the parent and wonder why they let their kid put pennies in a light socket. Riot, heads up on this one.

I just checked and he was Level 30, you probably didn't refresh the profile.
