I have been permanent banned for almost a year now. I want to know if i can get my account (Luhanstry) back. I really wish to get my account back since its been a LONG time since i played on that account again. I have so lots of stuff that i bought on that account. I have improved on my behaviour for a long time and i am ready to be a good summoner again, and never try to be negative again.
You never will. Permanent bans are just that. Permanent. (Which means forever if you aren't a native English speaker)
Permanently banned accounts stay banned. You can try to appeal it via Support but your chances are slim to none.

Never. Riot doesn't reverse permanent bans unless the ban was a complete mistake or was a temporary ban.
Permabanned means forever, You're not going to get it back because of that. If it was a 14-day ban that dif.
I think Rito stopped doing that a long time ago, they can let you play from scratch sure, but the key to unlocking perma ban accounts was thrown away when they released 1000s of permabanned accounts a while ago, and instead created a new system using a little bit of the old forgetting the secrets and knowledge it laid deep within.
