I only got chat restricted. Once. Like 6 months ago. Haven't been punished or been toxic really at all since. I get lots of honor, at least 1 or 2 every other game. Several where I got 4 honors...
How come I can't level back up? Shouldn't it be fixable? This seems crazy tilted against me getting back to a positive honor.... so sad.
Has anyone ever seen an honor go from 0 to 1 or 2? Is it even working?

the formula to getting out out of Honor 0 is simple:
Many of the dishonorable fail point4. The think they are doing fine, but they are still toxic, thus they end up not progressing.
We can't see you behavioral history, so it's hard for us to tell what you are doing wrong. It's best for you to send a ticket to https://support.riotgames.com and ask them to give you examples of why you aren't progressing in honors.
Just like with the demotion, it's not just post-game honor, it's behaviour as well. For progression, a player has to act in a manner that is consistent to standards and their agreement. For example, if a player receives valid reports but doesn't not act consistently poorly enough to warrant moving to the next punishment tier, those valid reports are still valid and will inhibit "honor system progression" because the player is still not behaving "honorably".
