can rito re-active a permabanned account?
My friend get permaban like 6 month ago and he asked me if there are some possibility that rito re-active it

Can they? Sure. Do they? Hardly ever. The only exception here is accounts that were banned for a chargeback. Typically, once the chargeback is resolved, your account ban will be lifted.

They hardly ever do this unless it was an inaccurate ban.
Unless the ban was given in error, Riot does not reverse permanent bans.
