Remake System for Rage Quits

So I gotten games in ranked recently where people would just rage quit for bad reasons like if their team isn't ganking or listening to them. So I was wondering if Riot could make a similar Remake System where if a player disconnects for 10 or 15 min surrendering would be allowed. Also if this happens instead of making it like the game never happened, the "winning" team would get little IP or LP (like 50-100 IP and 1-5 LP) while the "losing" team gets nothing lost or gained. Please make this happen. It's no fun playing ranked or normals when it's a 4 v 5, especially because this is a team based game.
