Dodging in Champ Select

Wouldn't it make more sense to still only penalize with longer queue times for ranked.. as opposed to penalizing LP as well? Like... if I'm in champ select with some blatant trolls (banning hovered champs, and picking say... Teemo ADC) shouldn't I be able to dodge to avoid losing 19 LP and wasting 30 minutes? I understand the queue time penalty, but losing 10 LP because I've had to dodge twice in a day just doesn't seem... great.

Like I understand people would abuse it but surely they wouldn't abuse it anymore than they already do if they're trolls? (Sorry if this is the wrong board, btw, I'm pretty garbage with forums)
