If you have any information on this you can pass it on to Riot through a Support Ticket.

Doesn't matter as long as they're aware of it. You can screen shot what they've said too.

I recommend I have a question > Game & Features > General Questions for tickets that don't seem to have an appropriate category.

Say the person he is talking about is phishing the account information...what exactly is Riot supposed to do about it?

They cannot punish the guy, because its not his own account he logs into. They can't ban his IP, because who knows what that is (might be a students dormitory). And even if they forwarded the information to the authorities...the offender might be sitting in Good-Knows-What-Country, and exactly nothing will happen.

There is only one thing that helps against phishing attacks: People need to grow a brain.

Stolen accounts still need to be reported so that they can be locked and returned to the original account holder unharmed. And people that do this aren't always careful, or as smart as they think they are, and may be caught immediately or eventually due to players notifying Riot about it.

Obviously educating players about phishing and proper account security practices should always be a priority, but there will always be people that get caught up in it (whether by chance or ignorance and stupidity) thought that doesn't mean it should be ignored.

Riot has tools to detect stolen accounts that are far superior to anonymous reports.

As to educating players: People still use "password" as a password. I have given up hope of educating the masses :-)
