Skipping straight to 14 day ban, is usually due to extreme cases of toxicity, hate speech, racism, ect.. Or intentional feeding.
Dunno which was your case, but I can say that the nature of a permanent ban excludes unbanning if the punishment was correctly given. Which you've admitted was the case.
Neither is money spent a consideration. Riot simply cannot take a stance that allows you to preemptively(or otherwise) buy your way out of punishment.
My suggestion is to take what you've learned and improve in your next account.

AzureDragoon1 votesOnce an account is permanently ban, it is never unbanned, except in rare circumstances where the player did not have a hand in the matters that led to the punishment issued to do them. As such, if you wish for a new chance to redeem yourself, you will have start with a new account, back at square 1.
