Bad behaviour
I am a very toxic guy and I am well aware of me deserving to get banned. I want to ask you guys if Riot can somehow ban my chat while locking me at level honor 2 without me getting banned.

They do not do this. If you want to stop yourself from typing in chat then it is on you to find ways to manage that for yourself.
what your asking for is a adapted chat ban that does not work toxic players jsut find new ways to be abusive other than chat .
They also tried that. Players got to thousands of "banked" chat restricted games. At that point, they turned to more subtle forms of toxicity such as trolling or griefing that are harder to detect and punish.
basically if someone has proven to be a abusive negative toxic player and have gotten to the point where riot issues a perma ban they don't deserve to be here .
I got a better idea. Why don't you blindfold yourself while playing league. By doing this, although you will lose your matches, you can still gain IP, level up, but most importantly you will never get tilted!
