Report system is bad.

Well the report system just punishes people who chat, but my last game I had a duo that were sitting in several places and just dancing, in ranked!, and the did not talked in game, just at the end of match they added me to say "you like your lost game?" and are verbally abusing, I send a ticket a say they cant do anything, for real? these are the real cancer of LoL, not flamers, because flmers keep playing, what do Riot does about this kind of people that dont move and troll. You report them but with no chat, the system does not recognizes anything, and with 1 kill they told me "I got 2 kills, they wont do anything to me" and sadly they are actually correct.

This has been an issue in the game for a long time. Back when we had the Tribunal, we demanded that Riot give us champion select chat, post-game chat, and a replay.

Now that they're reworking the Tribunal, and taking cases into their own hands, there is a possibility that they may actually look at replays if you detail what the issue was in the comments section of the report. Regardless, it is unfortunate if that isn't the case. If you feel really strongly about this, you could also try customer support, with a screen shot (you can attach files).
