Let's talk about premades and draft

Well. Posting complaints as an ADC main leads to crucifixion I would imagine. So, here I am with the problem that I'm playing one of the best PVP games in the world but with the worst players to back it up. Being ridiculously passionate about a game you've watched evolve year after year and become abused by a premade system that riot can't seem to fix leaves me so angry that I almost don't want to play the game just because I'm aware that I have to play by rules outside your control. Which I mean, how can you deem what players will actually say or do I get it, you can't. I get two immediate options that sort are rules of engagement, tell the premades to go **** themselves and get future banned or say nothing and hate the entire time I'm playing. There's no board post that's going to solve it, but maybe some soloq will understand. The final option is to play with a rowdy premade in which then I'm apart of the problem that ruins the game. Then there's going to be that one soloq who feels like they aren't even really playing the game they're just existing so at that point I completely sympathize. Honestly the only real fix for this is setup your soloq players with a solo/duoq only draft like you used to have. That only leaves draft for fun but how can I have fun when I can run into massive premades who know they can poop on soloq players and get away with it? And even here, me taking all this to a board, premade players are probably looking to shoot me down.... but riot seems to think that the community doesn't favor premades.
