Riot Support
Why I can't write on the support. It shows me that my account is in different region. Is it problem if my account is banned permanently?

You can still make a ticket to Riot even if your account is perma.
You should always be able to write in to Player Support. Try logging out, and logging back in. When you log back in, make sure that you select the correct region for where your account was. If that does not work, you may need to delete your browser cache/cookies. If THAT doesn't work, try opening it from another browser. Every now and then, there is an issue where someone's account gets kinda stuck.
(and this should probably go into the Support part of the Boards, not the Player Behavior, btw. Rioters are checking there every day and are more likely to see your post over there.)
