What to do if someone is totally refusing to communicate?

Hello, i was just in a match where our teemo failed in lane, refused to communicate in-game, and would just continue going back to his lane from the start of the game to the end of the game. He did in fact speak english, and continuously wrote that he is sorry for feeding in chat. Me trying to make him get out of his lane didn't do anything, he didn't participate in teamfights, and just kept dying in lane because the enemy team would just go there to clean him up. This made it impossible for us to really push anywhere else than top, or teamfight, while the enemy team is pushing mid. It's really frustrating to play with teammates like this. It makes it nearly impossible to win a game if someone doesn't communicate or participate in teamfights, resulting in a 4v5 teamfight.

Can players like this be reported? What can i do when someone is like this?

TL;DR: What do i do, when someone refuses to communicate, participate in teamfights, and basically sits in their lane for the whole game?

You sure it was actually a human, not an AI farming xp/ip with an automated chat message?

No, you can't validly report someone for not doing what you wanted.

You also do not understand that there are many champions who should not group and participate in teamfights because they are worse at teamfights then they are solo and staying in lane for basically the whole game is the correct to play them.

learn wave management and how many minions will push out a lane.

get zzrots / banner of commands.

get vision for the teemo and use him as a walking ward / bait. Pressure elsewhere when they target teemo. Force a 4v4 when someone is going to kill teemo or catch them out in rotations.

Try to get objectives such as Dragon/bot tower if 2/3 enemies are top. I say bot tower and not mid is because if the enemies are top and you are mid they can just pinch you guys going from top and 2/3 to cut you off near dragon.
To stop that pray that your team can split push faster than the enemy team which shouldn't be hard being multiple players on the opposite team are seperated unless all are top in which point you just gotta set up a trap in which all 4 of you must gank top together if the Teemo won't teamfight with you you have to teamfight near him.
Even if he doesn't even AA anyone the enemy team will still 50/50 their abilities on you and him instead of just you and the rest of your team.

Other than that IDK what to tell you just move on to the next game.
