Can't seem to switch out my alternates after EU Roster lock.

According to the patch notes I should be able to add or drop my alternates even if the roster is locked. Having 3 EU alternates and Impact for top lane I am headed for a loss in Week 1. I added another top laner and dropped one of my eu alternates but don't see my updated roster in the Roster page even though according to the patch notes, the Roster lock shouldn't affect those anymore. Is my league just behind on the changes or does that start to apply when Week 2 starts?
