Creating a league

I'm trying to create a league for my friends and I to play. Can someone get me the link? Or has it not officially opened yet?

they Write We'll be opening drafts later this week. In the meantime, check out the this post for information on what's new.

It does not seem to be open to creating new Leagues or drafting right now. They have confirmed that Fantast LCS will roll out this week though.
