When will I be able to create a league?
Can't right now, is it a problem my side? Or are they just not available yet?

It should start back up during the upcoming Summer Split, which begins on June 2th, and ends in late June.
I don't think they are available yet because Summer rosters are not finalized yet for a lot of teams.
There is an alternative Season long LOL Fantasy League.
