Can you draft players outside the NA Region?

Im in the NA server but ive always enjoyed the EU LCS more than the NA LCS. For anyone thats done fantasy draft before, are the Drafts only going to be NA players or will EU be eligible to be done as well?

All EU teams along with NA will be available just not from any other regions
