How to Create League?

Idk if I'm just retarded and missed it or you can't rn or something but I don't see a button or anything anywhere on either the league client or lcs fantasy page that would enable me to create a fantasy league. Reading the how to play it mentions the regulations for creating the league and even says "You can continue creating leagues after LCS starts, though your league will be scored on future weeks." but nowhere do I see the option to create a league. going to http://fantasy.na.lolesports.com/en-US I can see a box of my leagues (empty) but there's still no option to create a league. Am I stupid and not seeing it or has the lcs not started and that's not an option? Since MSI is currently going on that doesn't seem right, although the fantasy is centralized on only NA and EU does that mean that MSI isn't included in the fantasy season? Either way I'm kind of new to the whole fantasy thing but I've watched many pro games and have 6 people interested in creating a league so it would be appreciable if someone could explain how to create a league, or if that's not possible why as well as when ill be able to create a league.
