When will Nien be available for pick-up?

This week Nien will be replacing MapleStreet as ADC for Team8. For the past week I have been looking every day for an update that would allow me to pick him up but he is still not available. Can someone from RIOT please let me know when they plan on releasing him on lolesports for fantasy pick up, thanks.
