When will I be able to make a Fantasy LCS League for the Summer Split?

I was wanting to make a Fantasy League for this upcoming Summer Split with a few of my friends. There is currently no option on the Fantasy LCS page for me to make a league. Is this because the Spring Split just ended, and Fantasy LCS is closed right now until we get closer to the start of the Summer Split? If so, does anyone know when it will open up again? Any feedback is greatly appreciated!
