Champion idea: The Fisher Man

This is a little idea i have been thinking about for a while. It is a Champion Named Lars The Fisher Man, he will look like a large male in the late 40's With a big rain coat and a little pipe in the mouth. he would walk around with a double barreled harpoon gun on the bag, and a fishing spear in his hand. And instead of mana he uses a special type of charges, he holds 5 at all time (unless he uses one) and he regain 1 every second.

Abilities:

Passive: Fishing stories, if he get and assist or kill on an enemy champion, all allies who also have gotten an assist or kill on the same enemy recieve a little extra gold.

Q: Wired Harpoona, he shoot out a skillshot with his Harpoon gun. if the line hits an enemy, it pulls in 1/4 of the line-range, and he come in a stance where the only thing he can do is reactivating the ability (Q) the opponent meanwhile does not suffer any form of cc, and they can freely move around, if the step out of the max range of the ability the line will break. if the ability is reactivated another 1/4 is pulled in (this will then be 50% of the line dragged in) like before the opponent can step out of the over all max range of this ability and break the line. Then the line can be reactivated 2 times more causing it to say (25% dragged in -> 50% dragged in -> 75% -> 100%) when the last "tick" is activated the opponent should stand right in front of him. this ability would consume 1 charge.

W: Lighthouse, this will use 3 charges and deploy a structure on a target location. This structure would shoot out a ray of lightin a cone (like 30 degrees from side to side) and it will spin around the tower lighting up everything in this cone of light (both invisible and visible objekts) since it is a tower, its light can shine above walls and terrain, but if the ray of light goes through a wall, it will lose the power to spot ivisible objects (though it will still see all normal things)

E: Net Canon, he shoot out a net in a skill shot that will snare the opponent it hits. After a second or too, he will be able to recast it to shoot another net (since the harpoon gun is double barreled) each net consumes 1 charge.

R: Greatest Catch, he marks an opponent, after that he throw a little anker to the ground and shoots a harpoon to the enemy. This projectile can be intercepted by any opposing champion. When the harpoon hits a champion, a circle from the anker to the enemy will be shown, at this point the enemy CANNOT exit the circle, they can freely move to the center of the circle and back to where they got hit, but not exit it. This effect will maybe last 10-25 seconds, meanwhile the anker has gotten 3 hit points (like a ward) it can be destroyed releasing the enemy stuck in the line. As soon as the anker has dropped, and the projectile has hit its target the the user of this ability can freely move around.

i think u should fix some of the abilities cause his r is a little op of someone stuns him in the circle like ashe or veiger or j4 ults him so he cant leave
