Pool Party Skins-Would it really be that hard?

As I am sure most of you know, there are MANY champs that are seen in the splash art of the pool party skins that do not have a pool party skin available.

This brings me to my question. Would it really be that hard to do them for more champs? I see custom skins around the net that are basically what the pool party skins should be. It seems like Riot is kind of cheating themselves out of some money. Here is one example

Idk about you guys, but I would pay some money to bounce around the Fields of Justice with Pool Party Zac. I'm sure others could find or even create more examples of Pool Party skins as seen in the splash art too.

I guess my main point is that I feel like I shouldn't be teased by the champs in the splash art if there is no intent to deliver. I mean, home boy in the link made a half-@$$ed decent skin with no budget and a little time. Even if Riot has heard this 10000 times, I haven't been able to find a solid reason anywhere on the forums.

Anyone feel the same about this?

While I'm no Red, if the skins are shown in another splash it usually means there's at least a discussion about the skin happening and that there's a good chance of them being drawn up, I don't know if there's been anywhere where Riot has said they won'y make "X" pool party skin. Of course, correct me if I'm wrong.

They need a pool party Nidalee, or pool party Jinx :3 Or a lot of pool party characters. Could you imagine Pool Party Nami? :D Definitely, need more Pool Party or Summer skins By the way, your Skin that you made was super awesome DyeLawn :3 I'd buy Zac just for that skin c;

I really want the pool party zac skin SO BAD AND that they give pool party ziggs his own unique animation..I think he and (singed?)are the only ones w/o a unique animation.
