Hecarim, where you at?

Just for an understanding, why does it seem that Hecarim has fallen out this season? Hecarim has good clear speeds, and pretty decent ganks -- atleast from where I'm sitting. But why has Hecarim fallen out in season 4? In season 3 I felt like I saw him quite frequently and that he was a high tiered jungler.

He got some serious nerfs. He's still my #1 jungler. He just requires a specific playstle

Three consecutive patches of nerfs can do that. While Hecarim is not unplayable, he is weaker than before. With the popularity of Ghostblade rising again, Hecarim in the top lane is becoming much more frequent.

He is very easy to shut down, the enemy just has to steal his blue. If he does get fed early game, he becomes one of the strongest mid-games out there

He's really strong at soloqeue given his ability to both initiate and peel. The trinity force change benefitted his damage alot. Golem, mercs, sheen, sunfire, triforce and full tank works wonders on him. If you miss the lizard stats you can always get black cleaver since it works well alongside his Q in teamfights.
