Taric's Base Mana Regen

Hey, can we bump Taric's level 0 mana regen from 4.1 to 5.0 like everyone else? This would still leave his late game with absolute lowest mana regen.

He has to make so many sacrifices for mana issues early that his laning phase sucks (Mana or Targons? Mana or Targons?? Mana or Targons???). He will probably build a FH and Crucible later on which solves most of his later troubles.
