I like the whip idea for his Q just for the sake of giving him an E animation. He can whip the group to get the ground moving. Which he also could do with a lasso. I would probably buy this skin in a heart beat (or my next real pay check).

The E could be like tumbleweeds whipping up the ground with dust (Just like how janna q in forecast janna gets more debris as it get bigger)
