Singed Poison Trail Question

Whenever I see a Singed, his smoke his blue regardless of colorblind mode being on or off. I play with it off and he never has green smoke. Always thought it was weird, this is for everyone right? Obviously a semi-recent change, if so.

Last time I was in game I recall seeing it white as well. I don't have any special colorization settings.
