I have no idea if this is the right place to post this, and I'm not certain if the effect is intentional or not, or even if this was a change at some point. I don't remember ever seeing it in a patch, but I'm not even sure if it ever worked.

My question/point is why Rylai's seems to not work in conjunction with Teemo's poison from his E. It works with his Q and R, but not the poison! I do realize that this would be a massive perma-slow, which makes me think it might be intentional, but the same effect can be gotten from Frozen Mallet!

Did some research, found it's because the poison doesn't count as a spell effect! I'm curious why not, as Teemo doesn't seem to be a super strong champion and making the poison a spell effect would be a minor quality of life effect. Would make Rylai's and spell vamp effective on him for sure.

As far as I know, it's always been this way. It's the case with pretty much every constant on-hit, like Orianna's passive, or Fizz' W.

It's likely in to keep them from constantly being able to apply slows. If you want to bring up the existence of Frozen Mallet to try to counter that, they made Frozen Mallet suck and have said they might plan to remove it, took it away from Skarner and have left Gangplank pretty meh, so clearly they don't favor the play pattern.

You have to cast the ability to make Rylai's go off, and even then, if it's an on-hit effect, Rylai's likely won't go off. No non-castables work with it.
