From what i understand, He isn't high on the list because he isn't very impactful, He also needs a gameplay rework so that means more time is needed

Yes he does, His gimmick has proven like Nasus's to be a bad feature, it encourages non active behavior, and Rewards bogging down the game,

I disagree. His 'gimmick' is what makes Veigar, Veigar. Un-intimidating appearance with unparalleled burst damage. And where is this proof you speak of saying it is a bad feature? I happen to like it just fine.

Because he has no way to be relevant without being OP, as it stands against an average skilled team he will be a stun and then die because he wasn't allowed to farm because he can't counter harass without losing the farm he needs, For most he is boring and perpetuates the farm portion of the game longer then it should last just like Nasus, Both are older and there isn't a champ in the 1350 and under price range that isn't out of date and in need of at least a basic over haul,
