Is designed by gypsylord does not mean it will be related to Piltover. Gypsy designs the kit and feel of the champion, but it's up to visual artists and lore writers to determine the champs look and lore. So just because Gypsy's only champs were Vi and Jinx does not mean we will be getting another Piltover champion, he determines the kit, not the look.
Im praying for Void champion
We just had Braum (freljord), Vel'koz (void), Yasuo (ionia), Jinx (piltover), Lucian (shadow isles?) and before that Aatrox (dudes a god or something). The only areas lacking, are Demacia, Noxus, Shurima and Bilgewater. I'm personally hoping for a bilgewater champ since we havent seen one for a while.
