Buff Ashe

As of recently, I've really started to notice how weak Ashe is after playing other champions. I've come up with a good way to buff this champion without making her OP, but on board with with other adc's in the game. As of right now, Ashe is arguably the worst adc in the game and one of the worst champions in general. What I have in mind would effectively make her fit in the meta and appear in tournaments again. The two abilities that I'm adding a text to for what they should be buffed to do that need very necessary buffs as well as her passive.

Make it so her passive only activates on enemy champions.

Frost Shot TOGGLE: Ashe enchants her basic attacks with ice, slowing her targets for 2 seconds. (Buff: Frost Shot also grants Ashe 5 or 10 attack damage when toggled.

Hawk Shot PASSIVE: Ashe gains 3 bonus gold each time she kills a unit or destroys a structure. ACTIVE: Ashe animates a hawk to scout for her, granting sight for 2 seconds as it flies towards a target location. Hawkshot grants a 1000-radius area of sight for 5 seconds when it reaches its destination. The sight extends into brushes. (Buff: Hawk Shot travels to its designated location causes explosion damage, or blows up on the nearest enemy champion in the radius of the explosion. Hawk Shot also applies a slowing affect if there is at least one point in Frost Shot.)

(Note: Exposing the map and finding potential ganks is useful, but if an enemy is going to try these tactics against Ashe . If she of fortunate enough to find something the enemy should be punished for doing so in some way. Just because you see the gank coming, doesn't mean much if the gank is someone like Jax and is overpowered. This also adds to the chase power that people argue this ability has, even though Ashe is a terrible chaser these days.)

As a utility power with exceptional range, damage or slowing on Hawkshot would not honestly be useful.

My suggestion is, and has always been, tag revealed enemies to grant true vision on them for a duration even after the hawkshot AoE fades, and perhaps have that tag/mark grant Ashe some additional bonus when attacking them.

Also, Ashe doesn't honestly need more AD ratios. If Q is going to add damage, make it AP based magic damage.
