Would that star on his hand be the equivalent to his magical glove?
His mystic shot could be something like starbits from Mario Galaxy.
If you took out some of the stars and the painted fingernails, then it would be good.
Ezreal may be gay or straight, but let's not put him in the androgynous area.
The Arcade theme as a whole is one I hope will get some love in the future. I'm sure many champs could rock the arcade look.
I'm biased towards 
mainly because she's both my main and I would love a skin to rock other than Mafia.
But Ezreal above works, Lux would be simple, Ahri for the Otaku fanboys (myself included), hell Arcade TEEMO!

I feel like you've got a potential mess-up area:
if there's significant overlap with Pulsefire ez's particles, the skins stop being distinct.
Ezereal seems to have too much skins already. However, I really do like the idea of Arcade Ez.
