Oceania Transfer Skin

Hi,

Every time I see anything league of legends Oceania related I keep thinking of the fact that we haven't gotten a transfer skin? I mean, I know we got and the pool-party skin but how come the 2 other zone transfer skins were made for the transfer. ? ? why do we get a skin just given to us instead of created for us.
