Gragas W Bug

I'm not entirely sure if this is the correct discussion board to post under, but in a game recently I have encountered a bug with Gragas's W. At level 3 I put a point in W and I should have been able to use, however I was unable to. I kept trying to use the ability and it wasn't until I got level 4 that I put a second point in Q that I was able to use W. This is pretty annoying in lane and I don't have any video to show it, but it is also rare and only happened in 2 of the probably 15 games I've played as Gragas on 4.11/12.
