Zilean Can't Keep Up With the Times (no pun intended)

This is me being a player for over 4 years, but Zilean is IRRELEVANT. I see this champion every now and then, but his pick rate is not the problem here. His visuals are old, abilities dated, and when it comes time for late game I always forget Zilean is even there (time puns all intended). I believe Zilean needs an OVERHAUL. By that I mean Heimerdinger rework times 4. His abilities don't need "tweaking" they need to be replaced (except his ult which is a defining factor of his character). Time bombs are cute, but I feel there is far more Riot could work with on the TIME motif. I'm lame and have no ideas myself, but I know the community is a pack of creative and talented people. Let's work together to find ways to make Zilean the Chronokeeper he deserves to be.

Replace slowdown/speed up with Temporal Distortion, a wide AOE that acts as a damage over time to any enemy standing in it and a speed up to any ally passing through it.

Replace cool down reset with Withering Gaze-an ability similar to a mini- cass ult with a .5 second cast time that slows and damages enemies in a cone , doing more if they are closer to Zilean (good as a high risk nuke bad as a long range harass tool)

Ancient Memories/Amnesia: medium range targeted attack/buff that causes either an Ally's next ability to have reduced cool down (60% for normal ability, 30% for ultimate) or an enemy to forget two of their abilities, specified by Zilean, for three seconds. The input command would be normal cast: hit E, hit any two of QWER, click on enemy. Smart Cast: hit E, hit two of QWER. Additionally does a small amount of damage to enemies.

R: almost unchanged. I would make it cast able on ally or enemy, and just set their HP value to what it is when the ability is cast after five seconds, instead of just making it work like GA. (To preserve good Counterplay, though, on death it should always play the full animation regardless of how much time is left on the 5 seconds to avoid perfectly timed instant resurrections.

Passive: Sands of Time. Any ability that hits Zilean or an Ally within 400 range has its cool down increased by 15%
