Inability To Cast

Occasionally, when I first start a game, I have almost a complete inability to take any actions, including casting abilities, summoner spells, item actives, or locking the camera. I've tried rebinding the keys but that didn't work, and I've noticed that the only solution is to restart the client. When I log back on and reconnect, the problem's gone. However, today I ran into a problem where, after restarting the client, it said I had to patch all over again, even though I already did. After waiting and logging back on, the reconnect attempt failed after the client crashed, saying I had corrupt files, forcing me to scan files again. And now I'm reported. Thank you Rito.
